Do I need an SG Arrival Card for a Jewel Changi layover?
If you are simply transiting through Singapore Changi Airport and staying within the transit area to catch your connecting flight, you do not need to submit an SG Arrival Card.
However, if you have a long layover and want to exit the transit area to visit the iconic "Jewel Changi" mall—famous for its breathtaking indoor waterfall—you must pass through immigration. This means you are technically entering Singapore.

Therefore, if you plan to step foot in Jewel Changi even for a brief moment, you must submit the SG Arrival Card before you land. And of course, if Singapore is your final destination, submission is absolutely mandatory!
Official Portal
To begin, make sure you are using the secure, official Singapore Immigration & Checkpoints Authority (ICA) website to avoid any third-party processing fees.

Click on the "Foreign Visitors" option under the SG Arrival Card menu to start filling out your application.

Entering Personal Details & Travel Itinerary
You can submit your card starting 3 days prior to your arrival date. Make sure to double-check your passport details, flight information, and arrival date before submitting.

If you are traveling with family or a group, you don't have to fill out separate individual forms from scratch. You can simply click "Add Traveler" to easily submit a group application with shared trip details.

Smart Arrival Pro-Tips
Once your submission is complete, you will see a confirmation screen. Here is a crucial tip: take a screenshot of this confirmation page on your smartphone and download the PDF copy to your files.

When passing through the automated gates or manned counters at Changi Airport, the officers typically won't ask to see this screenshot. Your digital card is automatically linked to your passport barcode. However, having a digital copy handy protects you against any unexpected system glitches or network issues.

Travelers filling out forms manually at the arrival hall
On a previous trip, I forgot to submit my card in advance and had to wait in a frustratingly long queue at the arrival hall to fill it out on my phone. This time, having done it beforehand, I breezed through the automated lanes in literally seconds. It felt like a VIP experience!

Yes, to visit Jewel Changi during your layover, you must go through immigration, so you are required to fill out the SG Arrival Card. If you are only transiting within the airport without clearing immigration, you do not need to fill it out.
You can submit the SG Arrival Card via the official Singapore Immigration & Checkpoints Authority website up to 3 days before your arrival. If you have travel companions, you can easily register them all at once using the add traveller feature.
You do not need to physically show a screenshot, as it will be automatically verified in the system when your passport is scanned at immigration. However, it is highly recommended to take a screenshot or save the confirmation screen as a PDF file just in case of a system error or other unforeseen situations.
