Craving a refreshing meal in Busan? Hwangpo Naengmyeon near City Hall serves authentic Jinju-style cold noodles with savory broth, generous beef slices, and delicious dumplings. A true local gem!
It's scorching hot these days, isn't it? When the summer heat hits, sometimes all you crave is something incredibly refreshing.
I recently spotted Hwangpo Naengmyeon near Busan City Hall and knew I had to check it out for a much-needed cold noodle fix.
When I first saw the sign for Hwangpo Naengmyeon, I wondered if it was just another cold noodle spot. But stepping inside, I discovered they specialize in Jinju-style Naengmyeon, a unique regional variation.
Hwangpo Naengmyeon: Steps from City Hall Station
The interior isn't huge, but there's ample seating. They also have broth and make their own noodles inside.
Hwangpo Naengmyeon is conveniently located just a short walk from Exit 2 of Busan City Hall Station. When I visited, it had recently opened, so the entire place felt incredibly clean and fresh.

I didn't specifically search for this place; it just caught my eye. I arrived after the typical lunch rush, thinking it would be empty. Turns out, I just barely made it before their break time!
The customers who came in right after us were unfortunately turned away. So, definitely double-check their break time before you go!
One thing that really caught my eye inside was the stacks of buckwheat flour sacks! It's written that they make their noodles fresh to order, and seeing those sacks definitely built my confidence in their commitment to quality.
Cold Noodles & King-Sized Meat Dumplings
I ordered the cold noodles and dumplings, and to my surprise, they brought out a roasted egg first! Typically, cold noodle restaurants serve the egg in the noodles, so this was a fun and unexpected twist.
It took a little while for the food to arrive, but peeling and enjoying the roasted egg made the wait fly by.
Instead of kimchi, the table pot held pickled radish, which was a nice touch. I loved being able to serve myself as much as I wanted without having to ask for refills.
And then, the moment arrived – my cold noodles!
First off, the portion of noodles was incredibly generous. And the yukjeon (savory beef pancakes) weren't just a few meager pieces; there was enough to enjoy with every single bite of the noodles.
The broth wasn't overpoweringly strong or spicy. Instead, it had a subtle, savory depth that made you want to keep sipping. The noodles were perfectly chewy and delicious, and the combination of the refreshing broth, pickled radish, and yukjeon was simply divine.
At ~$8 for a bowl of cold noodles, some might find the price a little steep. However, considering the generous portion of noodles and the plentiful yukjeon, I felt it was absolutely worth it.
In fact, after finishing the noodles, I was surprisingly full!
When I first ordered, I thought the noodles alone wouldn't be enough, so I also got a side of king-sized meat dumplings. However, the cold noodle portion was so substantial that I was already quite full by the time the dumplings arrived!
Still, I had to try one. The dumpling skin was packed with a flavorful mix of meat and vegetables, and I especially enjoyed the distinct taste of the fresh veggies. Delicious!
5 king-sized meat dumplings for ~$5. I ate one.
I asked if I could get the remaining dumplings to go, and they kindly packed them up for me. (They were still great when I ate them later at home!)
I deliberated between ordering extra yukjeon or dumplings as a side, and I'm glad I went with the dumplings – it was a great choice!
Since the cold noodles already came with a generous amount of yukjeon, I personally preferred the dumplings as a complementary side.
If you're a big meat lover, adding an extra order of yukjeon would be fantastic. But if you want to diversify your flavors, I highly recommend the dumplings!
Would I Go Back? Absolutely!
While Hwangpo Naengmyeon's prices are a bit higher than typical cold noodle spots, considering you get freshly made noodles and a generous serving of yukjeon in their authentic Jinju-style broth, it's definitely worth experiencing.
I particularly enjoyed it because I prefer a milder, more subtle cold noodle broth over intensely flavored ones. The noodles and yukjeon filled my mouth with incredible flavor!
I'd absolutely visit again if I'm in the area.
The portions are so generous that next time, I think I'll just order the cold noodles by themselves. They're more than enough!
(Though I might still get the dumplings for takeout! I just thought I wanted only cold noodles, but looking at these pictures makes me crave the dumplings again.)
If you're looking for a refreshing meal near Busan City Hall or if you're a fan of Jinju-style cold noodles topped with yukjeon, I highly recommend giving Hwangpo Naengmyeon a try. It's a fantastic culinary experience for 2026!
